$750 per books seems surprisingly reasonable to me as a royalty rate for a compulsory AI ingest license. Compulsory licenses are common in e.g. the music industry, you must license your musical work for covers (and get a 12¢ royalty per distribution)
Wait, I’m curious, what is the rationale for compulsory licensing? Something like covers seems pretty arbitrary. I’d see more of a case for it for stuff like patents over pharmaceuticals.
Clarification: IIUC (which I may well not) this is an industry-level “must”, not a legal “must”. Along the lines of, there’s a powerful union and if you join them they require you to license your work; if you don’t join them then a lot of people won’t work with you so you won’t be able to do a bunch of other stuff you want to do.
