It is enough that there is an implicit expectation that if you vote in the interests of a big corporation, then you will get highly-paid speaking opportunities from these companies later—completely without any agreements between them, just because such companies will reliably provide such opportunities for such senators.
There is no causal path from either agent’s action today to the other agent’s future action. Sure there is expectation—but that’s the point, right? “Expection” is what we typically call when an agent acts consistently.
