This sounds like you need an agreement about what it means to blame and what it means to vent another person. Circling norms would suggest that it’s good if a person expresses their emotions.
One solution would be that if a person goes in venting mode, the reaction of the other person would be to go into Circling/NVC or Focusing queries and the venting person is responsible to answer the queries.

Circling and Double Crux facilitation are absolutely top priorities, for interpersonal communication. I strongly agree with your suggestion.
