FWIW, I don’t know what rubric this is referencing for SFF S-Process rounds.
Broadly speaking, to evaluate a proposal a Recommender needs to make a Marginal Value Function and write some kind of note. We also ask Recommenders to provide some amount of positive or negative feedback to orgs they evaluated.

Oh, I was told this from a recent recommender, but I possibly was wrong! I’ll remove it for now and ask for follow-up on what they meant.
