Peer review by itself does not encourage (good) research, but merely mutual back-scratching. There is an astounding amount of published peer-reviewed crap—see e.g. gender studies and such.
Agreed. It happens in STEM as well, e.g. lots of “semantic web” papers are like that. Some of it can be traced to grant committees being clueless. Right now many of the folks giving money to MIRI do have a clue, we should keep it that way.
