Akrasia is about not doing things that you rationally think you should be doing.
What you seem to describe isn’t akrasia.
It depends what is meant by the need/meaning being there; if system2 concludes something is necessary, but system1 does not, is it akrasia?
If one system agrees that there need, then there’s at least some meaning in the first place.
