Maybe I meant that prioritization between buckets is underrated. Many people put much more work into finding the best opportunities within each bucket than into comparing buckets; not prioritizing between buckets results in predictable missed value.
Or: grantmakers should be scared that their marginal grants are worse than the obvious marginal grants in another bucket; there’s free value on the table if only they knew to switch.
