I had erroneously gotten the impression otherwise from reporting claiming that Undersecretary Michael “came to feel that the Biden people who signed the initial Anthropic deals [...] ‘asleep at the wheel’”. (One imagines that the July 2025 contract likely copy-pasted language from the Biden-era deal?)
