I think it doesn’t actually make sense to push people away from maintaining closeness with physically close people – it might be appropriate for some people but I don’t think it’d be appropriate for most. People vary in how many people they know nearby and far.
What I think probably makes sense, though, is something like: “The spirit of the holiday is to choose to strengthen ongoing relationships, especially with people who you wouldn’t normally get to spend as much time with.”
(i.e. maybe some encouragement, when deciding who to invite, to weight people who you see less often, in a way that’s orthogonal to physical proximity rather than directly countering it)
