Yes. This has huge advantages of course; if I’m planning to build a deck I know how much dust I will need and I’m not constantly worried about shopping for bargains or timing the creation. I think Hearthstone would want to consider a discount for ‘niche legendary’ cards to be created at a discount (and perhaps also rares), but not want to charge extra for (for example) Ragnaros over the standard price. A game with more of a market/pricing ethos could be more aggressive here, if it was also more aggressive elsewhere. Definitely something to toy with.
