Still, about the only way I can make sense of the line is if I assume you mean Afrocentric racists, and those are… well, actually not vanishingly rare (aside from some lexical quibbles on “racist”), but certainly rarer than the Eurocentric kind and pretty clearly not what was being discussed in context.
