I’d personally just say ‘no’. It’s shorter, easier, and truthful.
I doubt this is a universal problem. Uncharitably, it feels very American.
Some do, and that works perfectly well. The rarity of an outright no in practice is really quite astonishing. I can’t speak to all regions, but this tends to hold for high HDI English-speaking countries.
