An obvious thought is that it might help to identify the talents and give them some kind of UBI, to free them from having to jump through various hoops. But the question is how to identify them, and whether the selection process itself won’t require them to jump through different hoops, and whether it will select for talent rather than for the ability and willingness to game the system. Because, ironically, someone probably already runs some kind of system that they believe does exactly this; there might even be dozens of such systems for all I know.
