The main feature is all to all—every nation gets access (at reasonable prices) to all tech, no nation is left behind.
This will also ensure that it won’t be some “middle power with nukes” vs USA, but much of the world including Russia and China. Not the threat to take on lightly.
Maybe your proposal is suitable for Europe. Would be nice if it then cooperates with whatever China and Russia will create, if anything.
