It sounds to me you are writing about the difference between mindfulness and concentration. In the practice of meditation one goal is to find balance between these two. Too much concentration and you stop being aware of the moment to moment experience, too little concentration and your mind flutters a.k.a “monkey mind”. According to that text both concentration and mindfulness can be learned. Mindfulness is the more difficult skill to master.
