This is in contrast with most normal people, who think that something should be done, but expect someone else to do it for them.
This gets worse when the society has many rules, so doing anything good still has a big chance of breaking some rule, but learning all the rules takes a lot of time. So people either give up, or risk a penalty for breaking a rule—which reduces the expected benefit from the activity (by the penalty itself, plus the high chance that afterwards you will abandon the activity).
You can balance it by looking for activities that will simultaneously do something good and bring profit to you (to compensate either for the risk, or for the time spent studying and navigating the rules). But optimizing for two things in parallel is more difficult.
