I find this whole idea pretty abhorrent. You’re pretty much advocating spending money to make people either feel guilty about what they choose to eat, or change their diet in ways that they aren’t currently willing to do.
You don’t cooperate on the prisoner’s dilemma with a rock. A chicken isn’t that much different than a rock.
