As was pointed out to me in a private message, I should have been more clear that running a LLM that can more or less pass a Turing Test is possible on most current personal computers, training it is not possible on the lower end personal computers, and even on higher end personal computers probably would require careful training material selection, smaller LLMs and a decade or so of time.
