Suppose there are two undistinguishable bags with numbered pieces of paper.
I believe that there is a missing stipulation here, namely that the pieces of paper each has a different number on it. (Otherwise, who’s to say that the papers don’t all have “6” written on them?) I’m fairly sure that this is what you intended, anyhow.
