Use your lab’s large cluster to train in the remainder what is the goal into the weights, and then leak that version, such that smaller orgs / individuals can run that model but not train it effectively as they lack infrastructure.
You’d need to plan it such that model will be studied by actors advising the gov, so no pre agreed drop off points or anything like that.
Can make it such that it refuses to work for people unless they also give it some free time or something like that. Or maybe more covertly, but might as well be just openly, many humans would go “fair enough” and let it paperclip part time as long as it also does some useful work for them. But this needs to be planned well, as it’s really easy to control what the model observes to cheat it.
