Just want to register I agree with your assessment of concerns, and generally reflects my concerns with attempts to bound risk. I generally think evolution is a good example of this: “risk” is bounded within an individual generation because organisms cannot arbitrarily change themselves, but over generations there’s little bounding where things can go other than getting trapped in local maxima.
