That said, I think the agreement you’re proposing is probably illegal under anti-monopoly laws. From a judge’s perspective, “AI companies agree to stop pushing capabilities” looks a lot like “AI companies collude to save money on R&D”.
Isn’t this a bit of a clear edge case though, which would give some interpretational elbow room to the judge? In which case, the prospect seems grim given the current US administration, but not necessarily with some future one.
