Idea (not sure how good) for the controlled substances:
In addition to the list of banned molecules, also keep a list of most common alterations. Like, if adding a fluorine atom is a typical hack, add “anything on this list plus one fluorine atom, unless the result is on the whitelist”.
Another idea, for completeness: Hanson’s hard-to-access but legal store with strongly discouraged substances. Might add enough friction to disincentivize many on the margin, without being enough to provide a possible source of profit for criminals.
