This only holds if you also assume that they are perfectly rational, have fully thought through the consequences of their beliefs, etc., etc. People are perfectly capable of believing hideous things (ignoring your begging of the question) while being kind and loving. Cognitive bias is a thing.
Also, God could be loving and compassionate, just selective about it. He could be secretly an universalist. There could be an easier route to salvation if you haven’t heard the gospel, but have it be lower probability of succeeding (the first few chapters of Romans are all about this.
