The article recognizes a distinction between use and abuse (“When do they reach a threshold to abuse?”), yet other parts of the article sound like they consider any use at all to be abuse (what’s the point of statistics on whether someone has “ever used cannabis”, in an article about abuse, if you don’t consider any use to be abuse?)
Also, to state the obvious, Iceland is very ethnically and culturally homogeneous.
