If the goal is just to turn Harry against magical Britain and steer him to becoming the next Dark Lord, I’d say mission accomplished, and expect Quirrell would somehow save the day at the last minute, since the point has already been made, and having Harry actually attempt to rescue Hermione would undermine his efforts to take over the world.
