Humans are not born with the knowledge, but they acquire the knowledge through some protocol that is designed to be much easier than rediscovering it. Moreover, by “reinforcement learning” I don’t mean the same type of algorithms used for RL today, I only mean that the performance guarantee this process satisfies is of a certain form.
