Being able to understand anything (described in the literature, or through interaction with people who already understand it) given enough study doesn’t seem like a terribly high bar, which makes the classification somewhat less useful than it may appear. Actually having an understanding of specific things (rather than merely a potential to attain it) is more relevant.
