It looks like a lot of the problem is to make knowledge common. For example the calculations of how much water was being pumped beyond the natural recovery rate. That information is needed before it is clear that a solution is needed.
I believe technology will enable clarity n the resources. Satellite tracking of cows etc.
It’s interesting to see different micro institutions solve different problems. Always with information.
