My reasoning with the country taxation one would be:
A family earning $0 will be paying what amount of taxes, before any special bonuses or penalties?
I would expect them to be paying $0.
If they have one child, they then either have to pay $1000, or they receive $500. That’s a big difference between the two hypothetical worlds.
It’s an issue of missing information (what tax do people at other incomes pay) being filled in with reasonable answers.
Least Convenient Possible World time: even with full information on the taxing system, and the cost of living in the area, and both scenarios being functionally identical, people would still disagree in how each situation should be treated.
However, in that situation, I would be less likely to be one of them.
