LessWrong already has much stronger downvotes then StackOverflow and on StackOverflow I think the right system goes well. I think it’s okay to give people more moderation power simply by virtue of participating because people who participate a lot also develop a good idea of what the local standards happen to be.

They’re trying to be more selective in deciding who has moderation power than “old and active users,” since this has multiple failure modes. LW1 died due to a feedback loop of decreasing quality, and we should design LW2 to avoid this failure mode.
