The Centre for Effective Altruism (CEA) runs two programs for funding EA projects around the world: the EA Funds and the EA Grants. The EA Community Fund is currently undergoing a complete overhaul. According to this post, the EA Grants will be relaunched by the end of October 2018. Since this is LW, I assume the follow-up question might be: isn’t that the CEA’s job, and isn’t this a problem to be addressed? The answer is yes, and these issues are being addressed fromwithin the EA community. (Disclosure: I wrote the post addressing the lack of transparency and accountability in how some of the EA Funds were being run.)
Also, I don’t know what anyone was expecting, but typically the CEA doesn’t go out looking for projects such as this, but periodically releases announcements in the EA Newsletter or on the EA Forum about an open round for applications for an EA Grant.

As an aside I dont understand why CEA or the community building fund wont give any money to these projects.
