I think a well-designed system would still hold politicians accountable since it would consider how likely a candidate is to keep their promises or to change positions when deciding whether a vote for them would be effective at realizing your preferences.
But the post advocates systems that are impartial not systems that are well-designed. To have a well-designed system you actually have to actually take stances. You have to treat parties that actually govern differently then one’s that don’t have any power to fulfill past promises.
